Yes.
The exception is if they are in a privated room that you gain access to by mining through or breaking a block.
In this case, as the area is private, the chest is also private.

What if the door is lock but there is an unlocked opening and you steal from the nonprivated chest.

it just takes me back to my oc spawnpoint. and when i do /wp spawn, it tells me i need to be near a waypoint.

The oc waypoint needs to be activated before you can /waypoint from any random location. Being that you are new (January 18th?) It is highly unlikely you have it. Try asking a Moderator ingame to bring you to the oc spawn waypoint so you can activate it.
to Clarify...
/oc brings you to your Old Continent /home
/nc brings you to the New Continent spawn
/home brings you to your last /sethome point
/wp spawn (after initial activation) brings you to Old Continent Spawn
Alternatively if you have another OC waypoint try activating one in the NC and /wp to the oc waypoint you have then try walking t the oc spawn if you know the way.
